A REQUEST FOR INFORMATION
The Oakland County Michigan Works! Agency (MWA) is one of sixteen geographic areas that the Michigan Department of Labor and Economic Opportunity, Workforce Development (LEO-WD) funds to provide workforce development services for job seekers, incumbent workers, employers, and disadvantaged youths.
Under the joint purview of the Oakland County Workforce Development Board (WDB) and the Oakland County Executive, the Oakland County MWA’s programs are administered by the Oakland County Workforce Development Division.
The MWA oversees six (6) Oakland County Michigan Works! One-Stop Service Centers and contracts with qualified entities to provide workforce development services to job seekers and employers. The MWA is also a proud member of the American Job Center network.
The MWA is inviting organizations that deliver employment and training services in Oakland County to partner under the Food Assistance Employment & Training (FAE&T) Plus Program. Under FAE&T Plus, workforce development services provided with non-federal funds to eligible food assistance recipients can be partially reimbursed by the United States Department of Agriculture (USDA) Food and Nutrition Services (FNS).
The FAE&T Plus Program connects with third-party partners, known as Plus Providers, that offer the E&T services required to help FAP recipients obtain self-sustaining employment. The MWA, in collaboration with the Michigan Department of Labor and Economic Opportunity, Workforce Development (LEO-WD), is actively working to launch the FAE&T Plus Program in Oakland County. Organizations that provide approved E&T services to eligible participants, using their own non-federal funding, can receive a forty (40) percent reimbursement of those non-federal funds used to cover the cost of these services. This reimbursement model facilitates the expansion and sustainability of essential services and programs for FAP recipients in Michigan. The MWA seeks to select up to four (4) Plus Providers to deliver E&T services under the FAE&T Plus Program for Fiscal Year 2026 (i.e., October 1, 2025, through September 30, 2026).
The MWA encourages organizations that 1.) currently deliver workforce services to FAP recipients, 2.) have a significant source of non-federal funds, and 3.) have experience administering federal grant programs to submit a response to this RFI. All responses must be received by 4:00 p.m. Eastern Standard Daylight Savings Time, on Friday, May 9, 2025.
The Request for Information (RFI) will be available for distribution beginning on Wednesday, March 26, 2025, at 10:00 a.m. To request a copy of the RFI, its corresponding Information Response Package (IRP), and required documents, interested entities must e-mail the following information to Kristina Arnone at arnonek@oakgov.com and Debbie Lake at laked@oakgov.com:
- the title in the subject line of the electronics submissions must state “FAE&T Plus 2025 Request for Information”;
- the interested entity’s name and full address; and
- the name, e-mail address, and telephone number of the interested entity’s contact person.
Interested entities are solely responsible for ensuring that they have received the entire RFI, IRP, and attachments.
